The Planning Commission is the advisory body to the Board of Supervisors on subdivision and land development applications, zoning and subdivision ordinance amendments, comprehensive planning projects, and other works as provided in the Pennsylvania Municipalities Planning Code.

Meeting Dates

The Planning Commission has meetings on the following days:

  • Workshops (when needed) – not held unless necessary due to the Zoning Ordinance Update Multi-Municipal Task Force meetings (see below for dates).  Dates/times as announced.

  • Regular Meetings – 4th Thursday January-October at 7:00 pm; 2nd Thursday November & December at 7:oo pm.  Reorganization meeting is held in January of each year.

Chester County Planning Commission Comprehensive Plan Update:  Landscapes3 

The Chester County Planning Commission continues to advance its development of Landscapes3, the next comprehensive plan for the county.  The public was surveyed between May 15 and June 30, 2017.


The next step is to form the Landscapes3 Steering Committee, which will conduct its meetings in the fall.  Landscapes3 will provide continuity to the Landscapes legacy and its implementation, while recommending additional ways to keep Chester County great.  Visit the Chester County Planning Commission page for more information.


Honey Brook Township Comprehensive Plan

The Comprehensive Plan organizes the objectives of Honey Brook Township and provides direction for the community over the ensuing 20 years, with a review after 10 years.  The 2006 Comprehensive Plan was updated in 2015 as a Multi-Municipal Plan with Honey Brook Borough.  The Multi-Municipal Comprehensive Plan was adopted with Resolution 4-2015 at the Regular Board of Supervisors meeting on July 8, 2015.

Lot Line changes completed (recorded):

  • Chester County Solid Waste Authority and John B. Seldomridge, lot add-on plan on Horseshoe Pike.


Subdivisions or land developments under construction:

  • Tel Hai – land development on Cherry Drive (Maple Knoll Townhomes).
  • Honey Brook Community Church, land development on Horseshoe Pike (just east of the Borough).
  • Mountainview, 93 single-family dwellings located off Plumwood Road (accessed via Mountainview Road in Caernarvon Township in Lancaster County).  Note:  Roads have been dedicated; some improvements remain.
  • Village Greene-Phase I (New Village Greene Drive), 19 Townhomes located off Route 322 (near the eastern township line).
  • Village Greene-Phase II (New Village Greene Drive), 26 townhomes located off Route 322 (near the eastern township line).
  • Tel Hai Phase 4 East – Cottages on Bay Tree Court, off Treeline Drive in Tel Hai.
  • Faulkner, 4 lots off Dampman Road—private street, Locust Drive. 
  • Tel Hai Phase 4 West – Stonecroft Building E, independent living apartments off Treeline Drive in Tel Hai.
  • Swampy Hollow Manufacturing land development, 16/56 Westbrooke Drive (off Route 322 north of the Borough in McConnell Business Park).
  • King’s Tables building expansion, 175 Westbrook Drive (off Rte. 322 north of the Borough in McConnell Business Park).
  • Stoltzfus Storage, land development on Reservoir Road.


Conditionally Approved subdivisions or land development plans working to meet final plan conditions and preparing for establishment of public improvements escrow (where required):

  • Riehl LP land development, Westbrooke Drive.
  • Ford/Olsen, land development on Horseshoe Pike near Cupola Road.
  • Poplar Realty/Penn Wynne (Tabas Tract), Chestnut Ridge Phase I–42 of 128 single-family dwellings proposed at Chestnut Tree and Grieson Roads.
