Planning Commission (PC)

The PC is an advisory body that reviews the following applications and then recommends action to the Board of Supervisors on:

  • Land development, subdivision, and annexation plans,
  • Zoning Applications for Conditional Use and Special Exceptions and/or Variances, and
  • Proposed amendments to the Township’s Zoning Ordinance and the Subdivision and Land Development Ordinance (SALDO).

The PC meets at 7:00 pm on the 4th Thursday of each month from January through October and on the 2nd Thursday in November and December. Hold the control key and click here for the Meeting Portal for agendas and minutes as of 2023.

The filing deadline for preliminary and final subdivision, land development and annexation plans is at Noon, 12 business days prior to the meeting date.  The deadline for sketch plans is Noon, 5 business days prior to the meeting date.

Subdivision and Land Development Update as of 09/20/2023

Construction in progress:
Sweetwater Woodworks land development plan, 6430 Emery Rd: A rural occupation building permit has been issued.  This will reconstruct a building lost to fire some years ago.

496 Mount Pleasant Road one-lot subdivision:  a single-family residence and barn are being constructed on the new 17-acre lot accessed from Rock Rd.

1373 Beaver Dam Road one-lot subdivision:  a single-family residence and barn are being constructed on the new 10-acre lot at 1333 Beaver Dam Rd.

Penn Wynne Chestnut, LP, a.k.a. Chestnut Ridge (northwest corner of Grieson and Chestnut Tree Roads): Stage 1 (42 single-family homes) is almost complete.  Site work for Stages 2 (41 single-family homes) & 3 (45 single-family homes) has begun; construction of the final 86 homes has commenced.

Honey Brook Estates, a.k.a. Sweetwater Farm, 3531 Horseshoe Pike:  construction of 37 single-family homes is ongoing.

560 Cupola Road one-lot subdivision: a mobile home and driveway on a new lot at 540 Cupola.

Village Greene, 68 New Village Greene Drive (2042 Horseshoe Pike):  all 65 townhomes have been constructed.  The developer is working to complete the remaining improvements.

Tel Hai Cherry Drive:  the conversion of 17 cottages to 20 townhomes is about halfway completed.

Tel Hai Phases I, II, and IV East have a few outstanding items to complete, and all but the 40-unit one-bedroom apartment building in the 6000 block of Treeline Drive has been completed in Phase IV.

 

Plans recorded / awaiting mapping / no construction planned:
2707 Cambridge Road minor subdivision: the plan to subdivide a 3-acre lot from an 18-acre parcel with existing structures was recorded on August 22, 2023. The new parcel will be mapped once the property transfers.

 

Plans granted conditional final plan approval:
Upward Investments land development plan, 5064 Horseshoe Pike:
plan to construct a new 35,170 s.f. warehouse / office / food processing building. Conditional preliminary/final plan approval was granted by the Board of Supervisors on 9/13/2023. Board is awaiting final plans for signatures.

Cambridge Mennonite Church Cemetery land development plan, Mill and Meadville Roads: plan to expand the existing cemetery at 81 North Street with access from Meadville Road. Conditional final plan approval was granted by the Board of Supervisors on 6/14/2023.  Final plans have been submitted for review and signatures.

Home Courts Advantage (Keystone Court) Mobile Home Park expansion, 2140 Horseshoe Pike:  proposed expansion from the current 47 lots to 83 lots. Conditional preliminary plan approval was granted by the Board of Supervisors on 11/9/2022.  Conditional final plan approval was granted by the Board of Supervisors on 2/8/2023.  Board is awaiting final plans for signatures.

Maple Inn Estates Development, 3125 Horseshoe Pike:  applicant received special exception approval from the Zoning Hearing Board (hearing #2020-8) for construction of multifamily homes (24 townhomes proposed) on this site.  Conditional final plan approval was granted by the Board of Supervisors on 11/9/2022. Board is awaiting final plans for signatures.

Tri County Investments land development plan, 2120 Twin County Road:  conditional final approval for expansion of a warehouse structure was granted by the Board of Supervisors on 7/13/2022. The Board of Supervisors signed the plans and released them for recording; plans were recorded on September 14, 2023.

155 Mount Pleasant Road land development plan: The applicant was granted a variance by the Zoning Hearing Board (#2020-9) for a Rural Occupation to operate with more than the allowable acreage, number of non-family members, and square footage. Conditional final plan approval was granted by the Board of Supervisors on 11/10/2021.  Board is awaiting final plans for signatures.

Mobile 3 Realty, LLC, 2222 Horseshoe Pike: The proposed expansion of the former Brandywine Terrace’s 40 lots to 113 lots will be known as Struble Ridge.  The Board of Supervisors granted conditional final plan approval on 9/8/2021.  Final plans have been submitted for review and Board signatures.

Pleasant View Welding land development plan, northeast corner of Reservoir Road & Horseshoe Pike – demolition of residential building and barns for construction of a warehouse:  the Board of Supervisors granted conditional final plan approval on 5/21/2021.  The Board of Supervisors signed the plans and released them for recording; plans were recorded on 9/12/2023.

 

Plans granted conditional preliminary plan approval:
Westbrook IP, LLC Twin County Business Park, LLC Subdivision and Land Development Plan – extension of Westbrooke Drive and creation of 7 new industrial lots:  the current plan calls for extending Westbrooke Drive to Route 10 (Twin County Road) and adding seven new industrial / manufacturing lots under a new business name. The Board of Supervisors granted conditional Preliminary Plan approval at their September 13 meeting.

 

Plans under review:
Arbor’s Glen (a.k.a. D.R. Horton), 2077 Horseshoe Pike / 2351 Chestnut Tree Rd:  A partially revised plan depicting 386 total dwelling units (112 twins and 81 two-dwelling condominium units) was submitted to the Township Engineer for review and comment on July 31, 2023, in response to the Township Engineer’s 35-page zoning review letter issued in late 2022. Further submissions are anticipated before the Engineer can review the plan for SALDO compliance.  Much discussion on the project is anticipated at future PC meetings before it will move to the Board of Supervisors for consideration.

MacIntyre formal sketch plan, 3766 Horseshoe Pike: land development plan to construct a 60′ x 100′ commercial structure and one twin dwelling unit. The variances and special exception in application #2023-8 were granted by the Zoning Hearing Board at their August 21, 2023 meeting. The applicant will be submitting land development plans for review.

Calvary Chapel land development plan, 5011 Horseshoe Pike: land development plan to convert a business building to a church. The special exception application #2023-9 was granted by the Zoning Hearing Board at their August 21, 2023 meeting. The applicant will be submitting final land development plans for review.

Honey Brook Community Library, 687 Compass Road: the land development plan to expand the building and parking area was granted conditional final plan approval by the Board of Supervisors at their August 9, 2023 meeting. The applicant will need to submit plans for signatures and recording.

 

Anticipated plan submissions:
283 Mount Pleasant Road sketch plan:  a zoning review was conducted in March 2022 for a proposed land development of an existing animal composting operation.  The applicant has yet to submit formal plans for review.

Dollar General land development plan, 3073 Horseshoe Pike: Applicant withdrew their variance request on April 12, 2023 and the Zoning Hearing #2023-4 was canceled. The applicant will be considering other options and/or sites for land development.

Tel Hai Phase V to include a 36-unit apartment building off Rolling Hills Circle.  The applicant has yet to submit final plans for review.

Tel Hai expansion: per the amended Master Plan agreement from 2008 that was granted in ZH #2023-5. The applicant is expected to submit formal plans for review.

Land Preservation Committee (LPC)

The LPC is an advisory body that works closely with the Chester County Open Space Department and Brandywine Conservancy to promote the agricultural preservation and conservation easement programs available to Township landowners.  The Committee also reviews applications for inclusion in these programs and then recommends the purchase of easements for action by the Board of Supervisors.

The LPC meets once a quarter on the third Thursday of the announced months at 7:00 pm, except for the January meeting.  That meeting is held at 8:00 am, followed by a hearty “Farmer’s Breakfast” at 9:00 am and includes presentations about the land preservation program and other agricultural topics.  All residents and property owners in the Township are invited to attend. Reservations are required and the program is free! Contact the Township Administration Office at 610-273-3970 to RSVP.  Stay tuned for details on the 2023 Farmer’s Breakfast. Recreation and Parks Board

This Board is an advisory body that makes recommendations to the Board of Supervisors regarding Township park areas, facilities, trails, and recreation programs and services.  Starting in 2023, this Board meets at 7:00 pm on the 3rd Thursday of each month January through June and August through October. The Trails Committee is a sub-committee appointed by the Recreation and Parks Board that typically discusses its activity at the start of each Recreation and Parks Board meeting.  Membership on this committee is open to individuals from the Borough or Township who are interested and have the time to help plan and promote the development of pedestrian and bicycle trails.

Honey Brook Township’s Clean Up Day 2023, in conjunction with Keep PA Beautiful’s annual Pickup PA campaign, was held on Saturday, May 13, 2023. We hope to post pictures soon!

Zoning Hearing Board (ZHB)

The ZHB is a quasi-judicial body that conducts hearings and renders decisions for landowners seeking either variances from zoning regulations or a Special Exception Use.  The Zoning Hearing Board also hears appeals from the Township’s interpretation of the Zoning Ordinance.  This Board meets as announced on an as-needed basis.  Typically, zoning hearings are held at 6:30 pm on the 3rd Monday of the month but may be scheduled on other mutually agreed-upon Mondays.  Hold the control key and click here for the Meeting Portal for agendas and minutes as of 2023.

ZH 2021-7, application of Shared, LLC, variance to 27-503.A.2. and 27-503.A.4.b., in order to develop 166 units (83 twin homes) at 2351 Chestnut Tree Road (22-8-68.5) in the MUR – Mixed-Use Residential zoning district.  Please note:  the hearing was postponed to September 20 at the request of the applicant; time 8:00 pm.  The hearing was planned to continue on October 18, 2021, but the application was withdrawn on October 13, 2021.

ZH 2021-1, application of Ferdous Jan, a special exception to Section 27-1102.C(2) of the Zoning Ordinance of 2018, as amended, in order to allow a change to the secon non-conforming use of the property at 1250 Walnut Road (TPN 12-4-3) from agricultural to commercial use onf the existing garage on the property.  In the alternative, the applicant seeks a variance to Section 27-602.A to allow a second principal use on the same property as a business use.  Please note:  this hearing was held March 1, 2021, at 7:30 pm due to inclement weather on the orginal date of Feb. 15.

ZH 2020-9, application of Jonas G. ZH 2020-8, application of Michael Reilly, JT & MR Enterprises, LLC, to Section 27-502.B.(9) of the Zoning Ordinance of 2018, as amended, in order to construct a multi-family dwelling (24 townhouse units with associated improvements) at 3125 Horseshoe Pike (Tax Parcel Number 22-8-6.1).

ZH 2020-7 was was not held.  The applicant withdrew the application.

ZH 2020-6, application of Stephen Stoltzfus, variance from Sections 27-1705.F.(6) and 27-1705.F.(7) of the Zoning Ordinance of 2018, as amended, in order to construct a high tunnel for tobacco drying within the 60′ minimum rear and side yard depth and to allow the impervious coverage of the parcel to exceed 20%.

ZH 2020-5, application of Dave King, variance from Sections 27-1703.A.9. and 27-1703.A.5 of the Zoning Ordinance of 2018, as amended, in order to construct a poultry barn within 30′ of the rear property line and within the 60′ minimum rear yard depth.

ZH 2020-4, application of Melvin S Stoltzfus, variance from Section 27-1703.A.6. of the Zoning Ordinance of 2018, as amended, in order to construct an additional dwelling and barn in excess of the allowable impervious coverage.  

ZH 2020-3, application of Amos L & Mary L Fisher, variance from Section 27-1033.H(10)(b) of the 2018 Zoning Ordinance, as amended, in order to construct a Rural Occupation building with the side yard setback.  

ZH 2020-2, application of Willam Brackley, III, variance from Sections 27-1401.B(4) and 27-1002.A.(1) of the 2018 Zoning Ordinance, as amended, in order to construct an accessory dwelling on less than two acres.

ZH 2020-1 was not held.  The applicant withdrew the application.
